Can the State charge for Public Records not printed?

Yes my state charges two or three dollars per page.I wanted a copy of only a summary of a judges order and it was over $170. I couldn't afford to pay for the entire trial doent which could have cost me a thousand dollars. My doctors also charge the same amount for medical records or copies of lab test results. I think they want to keep people from having copies of doents so they can remain elitist, esoteric, exploitative professionals, as doctors and lawyers.
